  • 1. What is the Registration Portal for?

    The registration portal is the central place for applying for the registration of new users of different portals, with the addition of basic personal information that is further linked to the system for electronic identification of the population.

  • 2. How can I register?

    There are two ways to register:

    1. Registration by username and password.

    2. Registration using qualified electronic certificates.

  • 3. What does registration with a username and password entail?

    If you choose to register using a username and password, it will appear the form below, which requires entry of basic personal information: UMCN, First name, Last name, Residence (optional), Username (email address) and the password he will use.

    You are additionally expected to add one or two files scanned or photographed documents that will confirm your personal identity. Each field has specific fields validation (JMBG must be in the correct format, email address as well as that the scanned documents do not exceed a certain size) and if you do not comply the rules when filling out you will be given a notice and the opportunity to change. After correctly entered data in the expected format, you will be notified that you are successfully submitted your registration request - you will be sent a verification email email addresses entered. In the email, you will receive a link which you need to confirm by clicking the 'Confirm' button.

    Once you have verified your email address, it is expected to be approved by authorized officer who reviews the submitted documents within 24 hours.   • 4. What does registration with a qualified electronic certificate entail?

    Initiating registration with a qualified electronic certificate requires that the certificate will be in the reader before you access the option Register with with a qualified electronic certificate.

    In this case, access will be provided and read the information recorded on the certificate itself (JMBG, First Name, Last Name and email address). Information to be read from the certificate, except e-mail addresses cannot be changed.

    In terms of email address, there are three cases:

    1. The user has a recorded address in the certificate and does not want to change it.

    2. The user has a recorded address on the certificate but wants to change it for further communication.

    3. The user does not have a recorded address on qualified digital certificate.

    If you choose option 2 and 3, you will be notified at the email address provided by you have indicated that you need to verify the registration by clicking the 'Confirm' button in text of the message.   • 8. How to get two-factor authentication?

    Two-factor authentication is an intermediate level of reliability for which users can generate parameters on their own via a mobile or tablet device, currently only if they have a qualified electronic certificate . 98% of services are available to users who log in this way.

    IOS users can customize the Serbian language by selecting the ConsentID application in their settings and selecting the desired language (Settings> ConsentID> Preferred Language).

    How to get two-factor authentication parameters

    In order to use the ConsentID application, which you need to successfully log in, you first need to issue the parameters to yourself.

    You can generate the parameters (user ID and registration code) independently if you have a qualified electronic certificate.


    1. On Portale for electronic identification click on Login and select your application with a qualified electronic certificate.

    After successful login, the user account information pages will be displayed:

    2. Select the Issue Data option and the data you need to use the application you previously installed will be generated.

    In order to use the application you need to have internet connection on your mobile device / tablet.

    The language in which the ConsentID application is displayed depends on the language in which the mobile device operating system operates. If the device displays the text in Serbian and the ConsentID application will display the text in Serbian, as shown in the pictures.

    3. When the Android app or iOS version of the ConsentID mobile app is downloaded, installed and launched, a screen will be displayed to begin initializing the app by clicking START ENTRY .

    4. On the screen that is displayed, you have to select manual entry, or click on the option START ENTRY.

    5. In the following form you should enter the parameters that you have generated for yourself in the Electronic Identification Portal. The fields User ID and Registration Code are required. The Environment code field is automatically filled in and the Optional code field should be left blank. Click on ENTRY.

    6. Determine and type in the password that you need to remember, as it will be necessary to type it the next time you start the application. It is a security measure that only you or someone you have authorized can use the application and authorize access to the requested services.

    Use the app

    7. After the application is initialized, a screen will be displayed listing access requests, and at the beginning, as well as when there are no pending requests, that list is blank. To refresh the list view, you can swipe down from the top of the screen or click on the refresh icon.

    8. After entering the parameters in the application, it is necessary to click on the login button with two-factor authentication on the Electronic Identification Portal (eid.gov.rs) and enter your username.

    If no notification arrives and two-factor authentication is initiated, then you should launch the ConsentID application, enter the PIN (which you specified in step # 6), and select the login request from the list.

    You will see the screen as in the following image where you should click on the green Authorize button.

    After successful processing of the request, the Electronic Identification Portal executes the login and redirects to the corresponding page after the login on the computer or mobile device from which the login was started.

    With this step, two-factor authentication was successfully completed.

  • 9. What should I do if nothing bothers me about verifying email addresses?

    If you have registered with a qualified electronic certificate and have not changed the e-mail address read from the certificate, you do not need to verify the e-mail address. The account is then automatically active.

    If you manually typed or changed your email address at registration, a verification email should arrive. If it has not arrived in your inbox, check the spam folder.

    To start sending the verification message again, on the login page, click on login with your username and password, type in your username and click on the login button. If the specified email address is not verified, a link will be displayed that you can click to resubmit the verification message.
